There are some annoying problems with the filterdialog:
1) A filter without action is not possible. It sounds odd, but a filter without action can be quite usefull, if only to stop the filtersystem from processing the other filters for a particular message. For instance, I wanted to add a filter for a source of messages that my spamfilter incorrectly classifies as spam. I wanted to do this by adding a filter on the From field, without an action but with the stop-processing checkbox. This doesn't seem possible however.

2) If filters are not possible, you should not be able to exit the dialog or apply the filters. Still, the OK and Apply button are availabe at all times. They should be disabled if you can't save the filter in it's current state.

3) If you choose not to implement 2), then at least the dialog informing you that the filter can't be saved should have a cancel button to return to the dialog. Now all I can do is OK the dialog, wich results in loosing the filter I had just entered. That is NOT ok at all! If KMail doesn't like my filter, than at least let me change it and don't simply discard it.

Filters with rules but without actions and filters without rules but with actions will be possible 
in KDE 3.2. Therefore 1) is fulfilled and 2) and 3) don't apply anymore since only filters 
without actions _and_ without filters are removed.
