The menu shadows are currently set in ~/.qt/kstylerc. There is no way to set a default action for all users using the KDEDIRS configuration directories. It would be nice if kstylerc could work in $KDEDIRS as well so the kiosk settings could affect this.

That's unfortunately not very likely to be ever done, since it'll require styles to link 
to kdecore; which tends to cause all sorts of weird problems involving dynamic 
linking to arise.
