Version:           inconnu (using KDE 3.1.0)
Installed from:    Mandrake Linux Cooker i586 - Cooker
Compiler:          gcc version 3.2.1 (Mandrake Linux 9.1 3.2.1-5mdk)
OS:          Linux (i686) release 2.4.21pre4-1mdkenterprise

At start of KDE,  Internet connexion is OK and operational,

1. kweather crashes
2. kicker is not affected by this crash
3. kweather is started on the kicker bar but as if no connexion could be done with the server
4. if I select kweather 'update now' action, it works correctly

this seems related to bug #49191 fix
(before this kicker hung or crashed)

Thank you for your bug report.
The bug that you reported has been identified, and has been fixed in the
latest development (CVS) version of KDE. The bug report will be closed.

I have fixed the problem in KWeatherService that is causeing all of these 
problems.  Ideally this fix will get backported into KDE 3.1.x ASAP.  Im 
sorry I did not get this fix in earlier but my day job has been keeping me 
from the light of day.
