If you enter an URL with an ancher and have not already loaded the page it does not scroll to the anchers position.
e.g. try
http://www.phpbb.com/phpBB/viewtopic.php?p=384932#388218

if you just enter this it wont scroll down, but if you first load the page without the part after the # and then add it, it will scroll down
