Confusing button

See attached screenshot.

If I click on this button, I'm presented with four options for four things I could include in the message: file/image, location, poll, or voice message.

However the button shows three dots which is both non-descriptive and semantically wrong since it's not an overflow menu. It should probably be a plus icon or a paperclip-style attach icon

And the tooltip says "Format text" which is inaccurate as there is no text formatting going on.

Fix tooltip and checked state of message overflow button

This was incorrectly labeled as "Format Text" during the rich text
refactor, but this is for attaching stuff to messages.

I also fixed the checked state not resetting when the menu was closed.
