SUMMARY
Can't reorganize window-icon order on task manager panel.

STEPS TO REPRODUCE
1. Open multiple Firefox windows.
2. Attempt to click&drag to re-order the icons.

OBSERVED RESULT
The icons don't "slot in" between icons that the cursor hover over. Sometimes it lets you move the end one to the beginning, but that's all, and it's unreliable.

EXPECTED RESULT
The icon being dragged should "slot in" in between the two icons that the cursor is best centered in between.
