There should be notifications here.

SUMMARY
Whenever the mobile device (in my case, a Xiaomi phone) gets rebooted, the notification service completely dies and I can't get notifications to ever show up on my desktop anymore.

What doesn't work:

- Killing and starting KDE Connect daemon on both devices
- Force-stopping KDE
- Unpairing and repairing both devices

The only way to get notifications working again is to uninstall the Android app, unpair from Linux, reinstall the app and pair again. And that has to be done every time the phone gets shut down or rebooted, making it annoying.

STEPS TO REPRODUCE
1. Turn on notification sync (so your Android notifications show up on your desktop).
2. (Potential factor) Set PIN for both the phone and optionally to your SIM card
3. Reboot the phone

OBSERVED RESULT
Notifications won't ever show up on the Linux desktop unless the app is completely reinstalled

EXPECTED RESULT
Notification service should still work flawlessly

This can also be triggered if you accidentally disable "Send notifications" on Android and re-enable it.
