STEPS TO REPRODUCE
Repeatedly minimize and bring back any window.

OBSERVED RESULT
There's no highlights for 1 frame, causing flickering.

EXPECTED RESULT
Load the highlights with the window.

Firefox's tabs and minimize/maximize/close buttons also appear very dark for 1 frame.

I thought this was the Unstable Windows effect glitching on maximized windows, but no...

Firefox's tabs and the input field outline appears with the highlights turned on frame 1, then they turn off on frame 2, then they turn back on on frame 3.

It can't be a Firefox issue because I just showed happening on System Settings.
