Screenshot showing the display arrangement

SUMMARY
When the displays are configured in a up-bottom arrangement, the widgets that unfold from the system tray are shown on the top side, instead of next to the system tray as usual.

STEPS TO REPRODUCE
1. Connect an external display
2. Keep the built-in display as the primary, set the external one on top of the built-in one (see screenshot 1)
3. Open any widget that unfolds, e.g., Status and Notifications, or the Calendar.

OBSERVED RESULT
Unfolded widget is shown on top (see screenshot 2)

EXPECTED RESULT
The display arrangement should not affect the position of widgets.
