SUMMARY
With the short pull, where the menu is still small and only shows 1 row of quick action items, the items are empty buttons with no icons and they don't do anything. Only when you further extend the menu do the icons show up and the buttons function normally.

STEPS TO REPRODUCE
1. Open the quick settings drawer from the top

OBSERVED RESULT
The buttons  are empty and don't do anything

EXPECTED RESULT
The buttons should show icons and toggle things when the user presses on them
