Visuals of setting in question and where drag and drop happens relative to foldre label

SUMMARY
There is only a setting to allow clicking on the entire row to open a folder, 
however this functionality does not transfer to drag and drop, nor is there an associated setting for this.


STEPS TO REPRODUCE
1. set the System Settings > General Behavior > Drag and Drop to: 'move if on same device'
2. drag and drop in detail view outside the folder label text (but inside the row)
3. 

OBSERVED RESULT
popup modal asking to 'copy here'

EXPECTED RESULT
drag and drop anywhere on row the same as clicking behavior when 'clicking anywhere on row' setting is enabled.
(or drag and drop behavior uses a separate 'drag and drop anywhere on row' setting)
