SUMMARY
I am running Fedora 43 KDE on a Microsoft Surface Laptop 3. I have the fn key in toggle mode. When I toggle function mode from OFF to ON, the system enters a state whereby the mouse will only register clicks in the window that was in focus when I toggled. If I use alt+tab to bring another window on top, the clicks will register through the covering window to the original window underneath.

When I toggle function from ON to OFF, the problem is resolved. If I log into KDE with the function mode ON, there is no issue until I toggle OFF and ON again.

STEPS TO REPRODUCE
1. Toggle function mode from OFF to ON using the fn key in toggle mode

OBSERVED RESULT
Mouse is locked to window that was active at the time that the fn key was toggled. Toggling ON to OFF resolves the issue.

EXPECTED RESULT
No change in mouse behaviour on toggle of function mode.
