SUMMARY
Window control buttons are not only blurry but the sizes are different across a normal chromium window and a chromium PWA. Take a look at this: https://issues.chromium.org/472754118#attachment72209497. The blur happens with other GTK themes but the size inconsistency between normal and PWA windows seems to be inherent to breeze-gtk. 

STEPS TO REPRODUCE
1. Select Breeze as GTK theme in Plasma settings
2. Chromium appearance settings, select "Use GTK"
3. Ensure "Use system title bars and borders" is disabled

OBSERVED RESULT
1. Blurry window decorations in normal chromium window
2. Blurry and tiny window decorations in PWAs

EXPECTED RESULT
To not be blurry and consistent across Chomium windows and PWAs

ADDITIONAL INFORMATION
- Not sure if this happens on non-hidpi displays but I am using one with fractional scaling.
