SUMMARY
Tooltips in PlasmaComponents3 appear inconsistent, having a different look when using the desktop. This is best seen when testing with another theme such as Oxygen, but differences are visible with Breeze too. I'm attaching a picture with Oxygen to illustrate the problem, but I'll explain with Breeze.

BREEZE: PC3.ToolButton uses its own style for a tooltip that has a border and no shadow. PC3.Tooltip has different style that uses no border, but has a shadow. PlasmodItem uses a different SVG that has no border, has a shadow, and has choppy edges.

STEPS TO REPRODUCE
1. Observe the PC3.ToolButton's tooltip in the default Application Launcher, either Pin or Configure
2. Observe the PC3.ToolTip in 'Status and notifications' when you hover over Pin or Configure
3. Observe the PlasmoidItem tooltip when you hover over an item such as Bluetooth in 'Status and notifications'

OBSERVED RESULT
Each tooltip looks different.

EXPECTED RESULT
A uniform look since they're all meant to be used on the desktop and use the desktop theme.

Reproduced on master and in 6.5.
