SUMMARY
Oxygen tooltips are dark, but the text is also dark, resulting in illegible tooltips.

We need to tweak the .colors file to do dark tooltips and light text (patch incoming).

STEPS TO REPRODUCE
1. Set desktop theme to Oxygen
2. Observe tooltips

OBSERVED RESULT
Dark text on a dark background

EXPECTED RESULT
Light text on a dark background

ADDITIONAL INFORMATION
The theme hasn't been touched in a while so it's present in master and older versions.

oxygen: Fix illegible tooltips in Oxygen desktop theme

Oxygen currently renders dark tooltips and dark text. That results in illegible icons.

This patch switches it around so that tooltips are dark and the text is white, what should be expected of a dark theme.

The rest of the color values are taken from Window because it has the same white text on dark background structure.
