STEPS TO REPRODUCE
1. Press the Super or Meta key.
2. Press the Left Arrow key.
3. Now press the Down Arrow key to go to the apps, then press the Enter key to launch the app/focus on its window.

OBSERVED RESULT
Steps 2 and 3 are impossible.

EXPECTED RESULT
Steps 2 and 3 should be possible, so users can interact with the Panel by just using the keyboard.

I can't repro this issue on git master. However, this requires me to press Right Arrow key to go to move the focus to list of applications, before Enter key works.

I think the issue is that Enter key does not move the focus as expected to the category, it should behave like Right Arrow key here, to apply focus on the selected category. I'll set this as confirmed due to that.
