SUMMARY
After updating konsole from 25.12.0 to 25.12.1 with dnf update, konsole is now in light mode, regardless of the system setting

Found that dark mode can be forced with ~/.config/gtk-3.0/settings.ini set to:
[Settings]
gtk-theme-name = Adwaita:Dark
gtk-application-prefer-dark-theme = true
