SUMMARY
Under "Settings > Configure Okular... > General" there is the setting "Right to left reading direction". When enabled, this option swaps pages when view mode is "Facing pages".

I think this option should also be made available in the main menu, as "View > View Mode > Left to right page order", placed directly underneath the option "Continuous".

My motivation for adding the toggle in the main menu is that the reading direction depends on the document, so I want to be able to quickly change the reading direction whenever I open a document. On some days, I will change this settings several times, because I read both English documents and Japanese manga. Entering the "Settings" dialog each time is cumbersome, and feels strange, because I associate the "Settings" dialog with persistent general preferences, rather than with short-lived per-document preferences.
