SUMMARY
Window rules (normal window type filter) apply on Dolphin Main Application Window AND Dialogs.

STEPS TO REPRODUCE
1. Create rule
2. Set "Normal Window" filter
3. Override a window property (initial position = maximized)
3. Open File Properties.

OBSERVED RESULT
File Properties Dialog is positioned maximized too

EXPECTED RESULT
File Properties Dialog is positioned default


ADDITIONAL UX INFORMATION
I expirience the same issue with other KDE Applications too. UX suffers horribly by inconsistencies between Plasma <-> KWin <-> KDE Family

KDE has to consider taking care of these issues before the transition to Wayland is completed!

Window rules are a central usability benefit for daily power users who have to save time and sanity with data.

But as long as:
* Screen ids are random and do not correlate to Display Configuration
* Plasma/KWin cannot manage Window Tags for various instances of an application (via *.desktop files)
* Window Type specifications are not consistently applied, at least for all KDE Applications

KDE is drawn onto a questionable path by the progressive wing (probably the paid wing?) of the community.
