STEPS TO REPRODUCE
1. Open a few apps
2. Open System Settings -> Workspace Effects -> Transparency
3. Set transparency from 100% to 10%. Hit Apply. Set it back to 100%.

OBSERVED RESULT
Everything stays transparent. When you move the dialog window, damage tracking kicks in and re-renders parts fully opaque again.

EXPECTED RESULT
Everything is rendered opaque directly.
