SUMMARY
In the bluetooth configuration settings, I've set it to enable on login, but if bluetooth is disabled on logout, it won't reenable on login.

STEPS TO REPRODUCE
1. Open bluetooth configuration settings
2. Set 'On Login' to 'Enable Bluetooth' 
3. Toggle 'Enabled' to off
4. Log out or restart
5. Login

OBSERVED RESULT
Bluetooth isn't enabled

EXPECTED RESULT
Bluetooth should be enabled
