SUMMARY
Gwenview's "Save As" window doesn't show the quality percentage input box for webp image if it a webp image has already been saved before.

STEPS TO REPRODUCE
1. Click on "File > Save As...
2. Select the webp format
3. Notice that the quality percentage input box appears
4. Save the image
5. Do step 1 again
6. Notice that the webp format is still selected but the quality percentage input box is not there

OBSERVED RESULT
The quality percentage input box is there only the first time I decide to save a webp image

EXPECTED RESULT
The quality percentage input box should be always there when the file type is webp
