Screen completely turns off if the option Turn off screen is used. (Laptop)

STEPS TO REPRODUCE
1. Use a laptop
2. In System Settings under Power Management set Turn off screen to a custom amount of time
3. Set the second option to When locked: ... duration (Shouldn't be necessary but mine is set to this)
4. Wait for the screen to turn off

OBSERVED RESULT
The screen does not turn on when I'm back. Tried circulating with the cursor, pressing various buttons on the keyboard, pressing the power button, and the combinations of these. I have to completely reboot the system every time. (Pressing the power button for a long time.)

EXPECTED RESULT
The screen should turn back on when I demonstrate any type of activity to the laptop.

ADDITIONAL INFORMATION
I think this is a laptop-only problem, because on a PC you can turn the display on and off manually. I could be wrong though if this is a software-side problem.
