Does this happen in a new clean user account where you've set an admin password and made sure that the new account's KWallet password is the same thing? I have the password set as "Store password for all users (not encrypted)" I noticed that if I cancel the password prompt, I can open the wifi menu and click Connect and it will use the remembered password and successfully connects.
