I am using version 5.2.14 on a  windows 11 laptop.
As I try to use the layers tool, I experience inconsistencies.
Sometimes I can get layers to work properly, sometime not.
Restarting the program or the computer does not solve the problem.

iI'm afraid there's not enough information in here to be a valid bug report. I'd recommend reading through https://community.kde.org/Get_Involved/Issue_Reporting and trying again.
