SUMMARY
Splash Screen does not appear but can be previewed. Applies same for Breeze and other community splash screens. 

STEPS TO REPRODUCE
1. Preview the splash screen to validate it's correctness
2. Apply a splash screen
3. Reboot the PC

OBSERVED RESULT
No, Splash screen is observed. Same as "None" 

EXPECTED RESULT
Applies splash screen

ADDITIONAL INFORMATION
Animation speed has no effect.

Does the same thing happen in a new clean user account on the same computer?

Journal output at the time of login would probably be useful, as well as more detailed system information (run `kinfo` in the terminal or copy details from About this System).

Journal logs could be retrieved like so:

journalctl --since "14:00:00" --until "16:00:00" > journallogs.txt

with times replaced with the time before login, and the time after Plasma has loaded.
