white outliner

SUMMARY
After upgrading from Plasma 6.3 to 6.5 i'm getting ugly white outliner. Previously i had no such outliner.

Also now each time the floating panel appears it has strange moving white outliner at the top but when panel is fully shown it’s gone. It creates feeling of junkiness.

STEPS TO REPRODUCE
1. Choose dark theme and dark wallpaper(easier to see)
2. Setup panel to auto hide
3. Choose Breeze panel theme(the one that follows colors)
4. Disable all the glowing stuff
5. Show the panel and see the white outliner on a dark theme

OBSERVED RESULT
White outliner for sides and bottom. And the top one disappears after panel is fully shown.

EXPECTED RESULT
No white outliner

Linux/KDE Plasma: Manjaro Stable

ADDITIONAL INFORMATION
On the forum one of the users says he has no such problem while the other one says it exists but only with AMD GPU. I also have AMD GPU.

Does this happen in a new clean user account with no customization?

What about in that new clean user account with either the color scheme or plasma style changed to "Breeze Dark?"
