SUMMARY
After interacting with the panel an indeterminate number of times, widgets stop opening properly.

STEPS TO REPRODUCE
1. Start with empty desktop
2. Repeatedly interact with any panel widget (around 5-20 times)

OBSERVED RESULT
After a seemingly random number of interactions, the panels will stop showing a window or taking focus. A line appears where the widget should be open, but no widget window opens. Restarting plasmashell temporarily fixes the issue, but the issue reoccurs after a while.

No error is logged to the journal.

EXPECTED RESULT
Clicking on a panel widget opens the appropriate widget window.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Aurora 43 (Based on Fedora Kinoite)
KDE Plasma Version: 6.5.3
KDE Frameworks Version: 6.20.0
Qt Version: 6.10.1

ADDITIONAL INFORMATION
I recorded the video on an AMD laptop with AMD graphics, but I am experiencing this exact same issue on an NVIDIA graphics system as well.

I have upgraded both of these systems through quite a few Plasma versions, so it is possible this is being caused by something leftover/cached. I have tried removing the ~/.cache directory, but this had no effect.

Could be Bug 509557.

Have you turned on the Vulkan renderer?

Does it reproduce in a new clean user account with no customizations whatsoever?

Yes, it looks like I did switch to the Vulkan renderer at some point.

After manually forcing OpenGL as the Plasma renderer I cannot immediately reproduce the issue like in the video any more.

I think that you are correct and this is a duplicate. Is the Vulkan renderer experimental?
