Just a suggestion, nothing big, but I think perhaps it could bring a little more consistency to the UI.

In the same fashion that "Disable Bin Effects" option appears in the Project Bin hamburger menu, the "Disable Timeline Effects" option could also appear in the Timeline hamburger menu.
