SUMMARY
VRR not working when window doesn't have focus.

STEPS TO REPRODUCE
1. connect 2 monitors (at least one with VRR)
2. Open full screen game or video player on VRR monitor
3. Focus different window on another screen

OBSERVED RESULT
VRR not working.

EXPECTED RESULT
VRR is working.

ADDITIONAL INFORMATION
Useful when playing a game (on gamepad) or watching a video with >= 2 monitors. You can set focus to different application window while playing game on gamepad or another user may use PC on second monitor without disrupting.
