The blur radius of the plasmoid is substantially higher than Kickoff

SUMMARY
The backgrounds of plasmoids, drawn with the plasma style's widgets, do not appear to use the blur settings coming from what is set in kwin and seems to be separate entirely. Blur radius and contrast effect appear to not be honored at all.

STEPS TO REPRODUCE
1. Set your blur to very low strength and apply (System Settings > Window Management > Desktop Effects > Blur > Blur strength:)
2. Add a plasmoid with a drawn background to the desktop (I used Weather Report)
3. Set your desktop background ideally to something noisy and complex
4. Ideally, set your plasma style to something that makes it very easy to see the blur (I used Sumac Molten Glass)
5. Open Kickoff or observe panel

OBSERVED RESULT
Panel and Kickoff blur is very fine, but the desktop plasmoid ignores it and uses arbitrary settings.

EXPECTED RESULT
Desktop plasmoid's blur appearance should match that of Kickoff and the panels.

ADDITIONAL INFORMATION
I do not think kwin is used for the blur produced by the plasmoid. I suspect it is native qml.

Indeed they don't. KWin's blur is window-based, and Plasmoids on the desktop aren't technically windows, so they can't use KWin's blur. It's a technical limitation at the moment.
