Created attachment 186865 [details] An a/b test of the issue with the breeze gtk theme and the adwaita theme I'm not sure if its a GTK limitation or the theme being bugged but I've noticed this behavior across multiple machines and distros over the years. I have attached any info that might be required, the video attachment shows a live example of it so if I couldn't explain the issue well on text, hopefully the video will help you identify the problem!
