SUMMARY
When a panel is set to Opaque, solid/ assets are expected to be used. Upon further review, when the panel is set to Opaque, the tooltip.svg is not used, but dialog/background.svg and widgets/panel-background.svg are. This type of problem has appeared a few times in Plasma history before.

STEPS TO REPRODUCE
1. Apply a Plasma Style that has different appearances between Opaque and Translucent, such as Breeze (I used Sumac Day Molten Glass)
2. Set your panel Opacity to Opaque
3. Ideally against a colorful background, compare the panel to a tooltip popup

OBSERVED RESULT
Tooltip is not opaque and background is visible behind it.

EXPECTED RESULT
Tooltip should use the appropriate opaque assets.

Though I have not checked, the shadow is usually forgotten here as well and may be inheriting from the regular assets.

I can confirm the same behavior on Plasma built from git-master, using Sumac Night Molten Glass
