SUMMARY
Go to Colors & Themes -> Window Decorations ->  Edit ✏️ -> Shadows & Outlines -> set Outline Intensity: Maximum (or any other intensity).

Disable window decoration shadows and, in Spectacle, capture a new screenshot using Active Window while Spectacle is set to not capture shadows.

All outlines show up in the screenshot except the bottom one.

STEPS TO REPRODUCE
1. Set any window decoration outline intensity.
2. Disable window decoration shadows.
3. In Spectacle, disable capturing shadows.
4. Capture the Active Window (I guess Select Window also works).
5. Open the new image in an image viewer.

OBSERVED RESULT
The bottom outline doesn't show up.

EXPECTED RESULT
The bottom outline should show up.
