SUMMARY

To get this character for example: "@", using Serbian/Croatian/Slovenian/Bosnian etc. keyboard layout, one must press ALT + V.

On Linux, in Kate, that works fine. 
On Windows, pressing ALT activates the menu selection - so you can't get it to insert the character you want.
Note that other text editors in Windows, like Notepad++ for example, don't have this problem.

For me this was problematic enough to ditch Kate on Windows - and I don't like switching between different editors.

STEPS TO REPRODUCE
1. On Windows, use Serbian or similar Slavic latin keyboard layout and start editing/writing some text.
2. Press ALT + V
3. Instead of "@" character showing, your menu will get activated.

OBSERVED RESULT

Menu gets activated, instead of @ character getting inserted.
The same problem goes for any other special ALT + LETTER characters ([]@{}€ etc.).
