I can't repro this. Can you share more info of your system? When entering edit mode, pop-up menus offering the ability to remove widgets or open their configuration window hides behind other panels. Mouse input interacts with other panel, not the pop-up menu. Doesn't seem like correct behaviour. Screenshot attached.
