Discover - no restart and apply updates option

SUMMARY
After updating your system with Discover you can press a UI button restart the system and apply the updates. If you click on the option you usually get the option to do so (that is clearly visually different from the regular restart icon).
If you wait a bit longer, the option to restart and apply updates vanishes and only the restart option is left over.

STEPS TO REPRODUCE
1. Update the system with Discover (From what I saw it seems to be mandatory for this bug to update a system file so a restart is indeed required)
2. Wait (yes, there is nothing more to it)

OBSERVED RESULT
The UI button to apply the updates and restart the system is no longer in the element group in the overview. Instead only the button to restart the system remains.

EXPECTED RESULT
As the button is shown without waiting (so applying and restarting the machine right away) I would expect the system to still give me the same option after waiting eg. 12 hours.

ADDITIONAL INFORMATION
This may not be a bug in Discover as it seems to just lead to the shutdown/restart dialog. As the regular shutdown dialog also does not have the option to apply updates and restart (but only to restart, shutdown, etc. *without* saying to apply the update) my guess is that it's this element that's causing the problem, but I want other people to decide that actually know how the system work.

I had this problem a few times now, yet (after restart) the system tells me that it can not find any updates (So where these updates installed now?)

I didn't watch the restart process this time if it said anything about applying updates.
I'll check this the next time. As I don't *always* get it, but rather often this should be just a matter of time.

BTW: I right clicked the menu icon in the menu bar at the (default position) bottom right to check for updates (my guess was that it might now apply updates if there are new ones to install) but that did not change that there still was no button to restart & update the system

EDIT: A minute after I wrote that there are no updates I checked (right click in menu on the bottom right -> check for updates) for updates and there were ~200 new changes to system files.

Now the system behaves as expected and shows the option to restart & apply updates (screenshot)
