SUMMARY
On my system I use systemd-networkd as a network manager (because that's what the Arch Wiki suggested).
Since upgrading to Plasma 6.5, the Networks widget has stopped working. The icon implies I have no internet and when I click on it, all it says is "NetworkManager service is not running" even though systemd-networkd is running and I have internet and I don't remember this being an issue before.

STEPS TO REPRODUCE
1. I don't know if there is more to this than just the fact that i'm not using NetworkManager and i'm not able to easily test this but if the message is to be believed, it should be enough to use networkd instead of networkmanager
2.
3.

OBSERVED RESULT
Networks widget shows that I'm connected to the internet

EXPECTED RESULT
It tells me that NetworkManager is not running

plasma-nm only works with NetworkManager. This has always been the case. Perhaps you were using a third party applet that stopped working in 6.5.
