The "inactive inner window actions" in the window actions tab define that the window is raised on left click release. That raising also applies to active windows though, because once you click on the window it becomes active... What you want to use will be "Activate and pass click". I'm not entirely sure how to present this better in the UI, it is pretty confusing. @Zamundaaa thanks for your hint. "Activate and pass click" does indeed what I was looking for. maybe it's another "bug" but by moving background windows they still get raised. which I don't want to. the "Inner Window, Titlebar and Frame Actions" shows Alt+Left click "Move" ............... not "Move and Raise", which does not exist atm (in contrast to the "Inactive Inner Window Actions" drop-down list maybe there is a way to add an option that says "never change window order (raise,lower)" on the Window Action Tab? this is what would I prefer when moving,resizing windows -> only change excatly that (pos,size), no change of order (raise) and no focus stealing - that is why I use and really like "Focus follows mouse"!
