SUMMARY
After commit https://invent.kde.org/plasma/plasma-desktop/-/commit/b66807da6043adbbad3a820e7175a7203ea8db65, the gruped items popup follows the floating applet setting. This has the nasty side effect that dropping items in a grouped task is no longer possible: the popup is closed while the drop cursor moves from the task bar to the popup, making the drop impossible.

STEPS TO REPRODUCE
1. Set the panel floating status to "Only applets"
2. Open two dolphin windows so they get grouped in the taskbar
3. Try to drag and drop something from one Dolphin window to the other one.

Do you mean dragging and dropping to the taskbar popup? Since I can drag and drop between windows fine, but I cant drag to the popup. If possible can you make a video of the bug?

Yes, I mean to the popup (so that the target window is focused and you can drop the item there)
