SUMMARY
When launching spectacle via a shortcut (in my case CTRL+SHIFT+S for a rectangular selection), it is not affected by the delay option.
Other settings, such as "include mouse cursor" *do* work as expected.

STEPS TO REPRODUCE
1. Set a delay (e.g. 5 seconds)
2. Launch spectacle via a keyboard shortcut

OBSERVED RESULT
Spectacle opens as normal

EXPECTED RESULT
Spectacle opens with delay applied, as if you clicked the option from the "new screenshot" spectacle menu.

Can confirm, and can also confirm there is no delay after pressing return to take the screenshot as well.
