SUMMARY
Cannot rename an album/directory which has sub-album/directory.

STEPS TO REPRODUCE
1. choose a album; rename it; works successfully.
2. add a sub album (ctl^N)
3. attempt to rename album of step 1

OBSERVED RESULT
Get error dialog

EXPECTED RESULT
Should be able to rename any folder/album

Renaming albums generally works without issues, even in sub-albums. This could be caused by Album Monitoring being enabled in the digiKam settings under Collections. This feature should only be used if you absolutely need to update albums based on external events while digiKam is running. Otherwise, problems occur under Windows if albums are open in other programs or if digiKam is still scanning the contents itself (file locking issue).
Then just try again later, we don't have any other way to bypass or detect file locking under Windows.
