SUMMARY

What I think should be expected behavior in the _flatpak_ version of Ark is when you right click on any archives it recognizes, you should be able to right click and extract it as normal with the proper submenu. (Running on Debian 13 Stable in KDE, if that matters)

STEPS TO REPRODUCE
1. Right click on Archive
2. Should find menu "Extract > Extract to..."

OBSERVED RESULT
Right click service menu doesn't appear

EXPECTED RESULT
Right click service menu should appear
