The error message indicates that the theme is distributed as a .deb file. That's a Debian package, which works on Debian and Ubuntu, and other operating systems in the same family. You're using CachyOS, which is not in that family, so the .deb file not working is expected.

However, a .deb file being there in the first place seems suspicious to me. This theme could be malware. I'd recommend not touching it.

Justin, would you be able to look into that theme to see what's going on with it?

The author just uploaded it as a Debian package 14 years ago. Giulia you can try and post on https://store.kde.org/p/1009454 and ask if they will alter it to install correctly via Plasma, though being uploaded 14 years ago it's possible the user has moved on long ago.

If that doesn't work, deb files are just an archive. You can open them with Ark and install the files manually.

Thanks a lot for looking into that, Justin!
