Touch scrolling is triggering drag and drop instead of scrolling

SUMMARY
Touch screen scrolling triggers drag and drop and mouse cursor but does not scroll. Only scroll bars will scroll by touch. This is happening in the main view and the side panels. I am primarily using icon view, and touch scrolling drags the icons. This is a critical usability/accessibility issue as I need to use touch screen in dark mode with a light filter The scroll bars in digikam are narrow, hard to see, and don't permit fine control - I wish they were big and high contrast like the one in this bug reporting page!

STEPS TO REPRODUCE
1. Open digikam, using a touchscreen monitor.
2. Tap View on the main menu and select thumbnails.
3. Tap the Albums icon on the left toolbar to view the album tree.
4.  If the album tree is long enough to scroll, try touch scrolling it with its scroll bar - that works to scroll down and back up.  Try touch scrolling the album tree content with your finger - that doesn't work - I see a mouse cursor and a "Move here, Copy here, Cancel" menu at the point where I lifted my finger off the album tree content. Happens every time.
5. In the album tree, locate and tap to open a folder containing an adequate number of images to require scrolling the main view downward to view all of the images.
6. Try touch scrolling the main view with its scroll bar - that works to scroll down and back up. 
7. Try touch scrolling the images in the main view with your finger - that doesn't work - nothing scrolls, but I'm dragging a thumbnail of the image I was touching when I started the scrolling attempt, and when I lift my finger from the main vew content I see a mouse cursor and a "Group here, Cancel" menu on top of the dragged thumbnail at the point where I lifted my finger off the main view content. Happens every time.
8. If I open image properties in the right pane, its scroll bar works but the pane content won't touch scroll either. 

OBSERVED RESULT
Touch scrolling only works if the scrollbars are used. Pane content will not touch scroll. Attempts to touch scroll pane content have been triggering drag and drop in the album tree and in the icon view. Touch scrolling without using scroll bars has not worked anywhere I've tried.

EXPECTED RESULT
If a pane has scroll bars, and the scroll bars can touch scroll, the pane contents should also touch scroll, without triggering drag and drop. This is especially important when working with large amounts of data in dark mode because the scroll bars are narrow,hard to use, and don't provide fine control.

ADDITIONAL INFORMATION
I'm using a ViewSonic TD1655 monitor. I have not experienced these touch screen issues with anything except digikam. This is a critical usability and accessibility issue for me.6

digiKam is not currently tested or optimized for touchscreen devices.
