Issue on Plasma 6.4.5

STEPS TO REPRODUCE
1. Have a 4K TV/Monitor. 
2. Look really close at the clipboard

OBSERVED RESULT
The clipboard icon is low res, even when compared to the very small date numbers. (See attachment)

EXPECTED RESULT
The clipboard should look perfectly crisp, since there's no curves.

The panel size is 50.

All of the icons on the panel exhibit the same slight blurriness. Are you by any chance using a scale factor on that screen that isn't 100% or  200%?

I'm using 125%
Is this a SVG limitation?

I'm afraid it's a largely unavoidable side effect of using a low fractional scaling value with icons that have 1px strokes. See https://community.kde.org/Get_Involved/Design/Frequently_Discussed_Topics#Pixel-alignment_for_SVG_icons if you'd like to know the technical details.
