SUMMARY
When installed as Flatpak, the splash screen of GIMP, LibreOffice and maybe others is decorated.

STEPS TO REPRODUCE
1. Install GIMP or LibreOffice as Flatpak
2. Open them

OBSERVED RESULT
The splash screen is decorated 

EXPECTED RESULT
It should not be decorated

This is a problem of wayland in general. There is nothing kwin can do.

libreoffice hides the problem by using X11 for the splash screen; check your flatpak permissions, that might fix it.
