The latest 5.3 nightlies (as of the time of this post) have that new floating bar when you make a selection. However, it doesn't respond to touch inputs. (That is, tapping on the button with your finger.)


STEPS TO REPRODUCE
1. Make a selection
2. Try to tap a button on the new floating selection bar with your finger

OBSERVED RESULT
No response

EXPECTED RESULT
For the button to be activated when pressed
