Gpg4win is not released by KDE but by g10 Code GmbH. You can report bugs for Gpg4win at https://dev.gnupg.org/maniphest/task/edit/form/5/

"Trust root certificate" is greyed out because it only applies to S/MIME certificates. You seem to be using an OpenPGP certificate. For further help please contact the Gpg4win community.
