clicking and dragging has no move option

SUMMARY
It was possible previously to click and drag a screenshot taken from the notifications window directly to the desktop. It is no longer possible now. (This behaviour change happened after updating to KDE frameworks 6.17.0)

STEPS TO REPRODUCE
1. Take a screenshot with spectacle
2. Click and drag on the screenshot from the notification window to the desktop

OBSERVED RESULT
There is no move option, only copy and link

EXPECTED RESULT
There should be a move option (this was available previously)

Thank you for the bug report!

However Plasma 6.3.6 no longer receives updates or maintenance from KDE; active versions are 6.4 or newer. Please upgrade to an active version as soon as your distribution makes it available to you. Plasma is a fast-moving project, and bugs in one version are often fixed in the next one.

If you need help with Plasma 6.3.6, please contact your distribution, who bears the responsibility of providing help for older releases that are no longer receiving updates from KDE.

If you can reproduce the issue after upgrading to an active version, feel free to re-open this bug report.

Can confirm that this bug still exists in the following system version:

What does "resolved downstream" mean? The bug still exists

We just received another update to plasma and i'm now on version 6.5.4 with KDE gear 25.12 and the problem still persists
